I thought about offering an update to History Repeats Itself–and the Fight for Civil Rights Goes On, but somehow it just doesn’t feel right to put this and potentially bury it in the first article rather than linking it as I’ve done here. Even if this had been an event that saw the convictions of those responsible for Freddie Gray’s death, I would have created a new article.
Baltimore Police Commissioner Is Fired by Mayor
The firing of the Baltimore Police Commissioner seems only right to have as an additional article because of its history, not to mention more fodder for the transformation of government. Yes, even before I see the chart, I’m calling it Pluto.
In the midst of demands in Baltimore for heads to roll, I’m far from surprised at this one. if anything, I’m simply saddened that it took so long. With the Western third quadrant dominance and the balanced above- and below-the-horizon emphasis, this is going to be one where the mayor seems to have complied with the will of the people rather than taking the initiative to have done so long before this. Still, at least the right thing has been done at last.
I considered the time of the news alert as relevant since I obviously didn’t know the time of the news conference and the moment of the announcement. But 4:34 PM EDT offers an intriguing view in which transiting Mars makes a 32-minute partile conjunction to the Vertex. Normally, I might not consider the Vertex for this kind of analysis, but the relevance is simply uncanny in this chart. While the intercepted placement of Pluto in the 2nd house remains in opposition to also intercepted Mars (on approach) and the Sun (on separation), Mayor Stephanie Rawlings-Blake seems to have made a decision that could be called fate-based. The Western third quadrant emphasis and the will of the people all point to Pluto, seeming to imply a no-choice decision. It was bound to come perhaps especially just hours after Mercury made ingress into Cancer.
Mayor Rawlings-Blake could well have been considering the public vote (is it an election year for her?). When the now-former Police Commissioner Anthony Batts stepped into the role on September 27, 2012, he apparently had already developed something of a checkered history that leaves question now about the possibility of his being a good example of The Peter Principle. Edward P. Lazear of Stanford University’s Hoover Institution and Graduate School of Business researched the theory put forth in the book in his The Peter Principle: Promotions and Declining Productivity, validating the work of L.J. Peter and R. Hull. Batts’ appointment saw his shift from commanding a police force of 1000 to his focus as top guy looking over 3000.
Resigning his position as Chief of Police in Oakland, California in 2011 after a clash with the mayor and City Council, Batts wrote in his resignation letter he’d “found myself with limited control but full accountability.”

In contrast to the T-square we saw on the angles in the NYSE SHUTDOWN! ANOTHER OF THOSE UNDECAQUARTISEXTILE DAYS! analysis I did just a few hours ago, the chart related to the firing brings up the issue of values and the protection in the 2/8 house complex in square to the Moon, conjunct Uranus more tightly now in the 5th house, now in a 5-minute partile square to the Sun and obviously still squaring Pluto and Mars as well. I don’t expect that we’ll ever have the full story on this firing since Neptune is conjunct the IC. The Moon and Uranus are still involved in the undecaquartisextile to the North Node just as Mercury is in a 55-minute still partile undecaquartisextile to Pluto. Venus and Neptune are, of course, still present with their undecaquartisextile, and Jupiter and Neptune are with theirs. What has changed, however, is Mercury’s ingress to Cancer, offering a different perspective of the undecaquartisextile. The focus now turned to security and the need for safety with responsibility being all too evident. By Mayor Rawlings-Blake taking this action today, she was acting on her need to behave appropriately through the action itself–the responsibilities of the office of the Mayor of Baltimore. Whether or not she had feelings that may have differed from the decision is anyone’s guess, but such a undecaquartisextile now from Cancer to Capricorn suggests that she behaved both in accordance with the duties of her office as well as ethically. Values are brought out in this single action, offering us an opportunity to see how the houses can come into play in analysis.
This is clearly another great stride in a long march for both Civil Rights and the need for The People to keep demanding that government officials do what’s right rather than falling prey to their own egos and wills. The Venus-Jupiter conjunction falling in the ninth house in this chart points to the wheels of progress–and justice–having moved more slowly than we would have liked, but at least they moved in the right direction, promising hope again for the citizens of Baltimore!
